Sefydlwyd Cyngor Plwy Pontyberem yn 1919. Cyn hynnu roedd Pontyberem a Bancffosfelen yn perthyn i bedwar plwyf sef:

Llanddarog
Llannon
Llanelli
Wledig

Ar ddiwedd y Rhyfel Byd Cyntaf, mân drefnwyd llywodraeth leol.Dyfarnwyd y dylai Pontyberem yn cael Gyngor Plwyf ei hun.

Until 1919 the community of Pontyberem was divided into four parishes, which divided the community.

At the end of World War 1 minor re-organisation of local government took place. It was decreed that Pontyberem should be given its own Parish Council.

Ar yr15 Ebrill, 1919 gynhaliwyd cyfarfod cyhoeddus yn Ysgol Gynradd Pontyberem ac fe enwebwyd pymtheg person i fod yn cynghorwyr. Fe'u hetholwyd trwy godi dwilio.

Cynhaliwyd y cyfarfod cyntaf ar 20fed o Fai, 1919. Gwnaethpwyd cais i Cyngor Dosbarth Llanelli am £50 i dalu am wariant amcangyfrif y flwyddyn 1919/20.

Bu'r ugain mlynedd nesaf yn gyfnod o anawsterau economaidd a chymdeithasol ledled y byd. Roedd y dauddegau yn gyfnod o anghydfod diwydiannol. Arweiniodd hyn at y Streic Fawr 1926. Yna rhwng1939-1945 cafwyd yr Ail Ryfel Byd. Chwaraeodd aelodau o'r Cyngor Plwyf rhan flaenllaw yn y gymuned drwy sicrhau bod teuluoedd yn yn derbyn cefnogaeth yn ystod y cyfnod anodd hwn.

On April 15th 1919 at a meeting held at the Gwendraeth C.P. School fifteen councillors were nominated and elected by a show of Hands.

The Parish Council met for the first time on May 20th 1919 and made a request to llanelli RDC for £50 to cover the estimated expenditure for the year 1919/20.

The next twenty years was a period of worldwide economic and social difficulties. The twenties was the period of industrial unrest which culminated with the Great Strike of 1926 while 1939 - 1945 was the period of the Great War. Members of the Parish Council played a leading role in ensuring that families were supported during this difficult time.

Yn dilyn Deddf Llywodraeth 1972 newidiwyd yr enw 'Plwyf' i 'Gymuned'. Hefyd gostyngwyd y nifer o gynghorwyr i ddeuddeg. Y newid mwyaf oedd rhoi'r hawl i'r Cyngor godi treth yn unol a'i gofynion

Ers ei ffurfio bu'r Cyngor yn flaengar ac yn glynnu wrth y nod o edrych ar ól lles a diddordebau y gumuned mae'n gwasanaethu.

As a result of the Local Government Act of 1972 the name 'Parish' was replaced by 'Community' and the number of Councillors was reduced to twelve. The most important change was the removal of limits on Community Council precepts. This substantially increased the viability of progressive councils.

During its existence the Council in Pontyberem has proven to be a forward looking authority focused on looking after the interests of the community it serves.
